Background History
PMCE are a firm of committed, professional and highly experienced engineers established in 2006 by Mr. Peter Monahan, FIEI, Chartered Engineer, providing specialist services in relation to Road Safety Audit, Road Planning, Road Design, Traffic Analysis, Traffic Assessment and the Implementation of Road & Transportation related projects. Since establishment we have been involved in a range of projects covering all aspects of Road & Transportation related activities for private and public clients. PMCE have completed in excess of 200 Road Safety Audits, making us one of the most experienced Road Safety Audit firms in Ireland. Values/Mission

Peter Monahan Peter has successfully worked with many of Ireland's Local Authorities, State Agencies, PPP Road Operators, leading Consulting Engineering firms as well as for many individuals. He has experience in all aspects of the road planning and road design process from inception to completion including Statutory Procedures, EIS, and Public Inquiry support and has given evidence at Oral Hearings on behalf of Clients. Peter is the current Chairman of the Engineers Ireland Roads Transportation Society for the period 2011/2012, having held the position of Chairman for the period 2010/2011. Gene Flynn Gene holds a 'Professional Certificate in Road Safety Audits' awarded by the National University of Ireland having successfully completed the course held in University College Dublin in 2010. He has attended the IHIE approved 'Improving Disability/Mobility Impairment Access on Public Roads' training course and has fulfilled the Team Member role on a number of Access Audits/Accessibility Audits. Gene has also been directly responsible for the preparation of Traffic Analysis, Traffic & Transport Assessments, Traffic Modelling, Road Design & Junction Design. PMCE consider the development and implementation of robust, and pertinent, systems to be essential to meeting our Client's requirements, in meeting the standards and achieving the goals we have set out for ourselves. To this end PMCE are committed to developing internal quality management systems which comply with the requirements of ISO 9000. These systems remain in development at the present time, but are underpinned by a third party document management system (Archetype) which coveres all aspects of document creation within the organisation. Individual members of PMCE are active in a number of professional institutions & related bodies and have given presentations at a number of events organised by these institutions. Mr. Peter Monahan is a Fellow of Engineers Ireland (FIEI) and an active member of the Roads & Transportation Society of Engineers Ireland, currently holding the office of Honorary Chair of the Roads & Transportation Society. The Roads & Transportation Society's primary role is the organisation of presentations to members of Engineers Ireland on topics that would be relevant to their technical development. In addition the Roads & Transportation Society organise an annual seminar, with the seminar for 2011 related to the recently updated Traffic Signs Manual. He is one of Engineers Ireland representatives on the Urban Forum. The Urban Forum is an organisation representing the five professional service organisations involved in the planning and design of our urban spaces, namely the Royal Institutes of Architects of Ireland (RIAI), Engineers Ireland, the Society of Chartered Surveyors (SES), Irish Planning Institute (IPI), and the Irish Landscape Institute (ILI). As a member of the Urban Forum, on behalf of Engineers Ireland, Peter has chaired a colloquium on Transport in 2009. The Urban Forum organise a number of colloquia every year which are attended by invitation only and are conducted under Chatham House Rules (that is a record of the discussions at the colloquium is recorded, but comments are not attributed to any individual or organisation). |
Peter has over sixteen years experience in the project management and design of road projects of all sizes and is a Fellow of Engineers Ireland. This experience includes traditional contract schemes and Design & Build/Public Private Partnership (PPP) schemes. Peter is also a qualified Road Safety Audit Team Leader with significant experience (in excess of 300 Road Safety Audits) of all Road Safety Audit stages on a variety of road, junction, development, bus corridor & temporary traffic management schemes and he has undertaken a number of Transport Accessibility Audits for proposed developments. Peter has also been responsible for producing Traffic Analysis & Assessments in support of the planning submissions for proposed developments.
Gene is an NRA approved Road Safety Audit Team Leader, fulfilling the role of Team Leader and Team Member on over one hundred Road Safety Audits encompassing all stages of audit for all scheme types. He has also been involved in a number of Road Safety Reviews.
